Imagine a government minister who never takes a bribe, never oversleeps, and doesn’t even exist in the flesh.
That’s exactly what Albanian Prime Minister Edi Rama unveiled on Thursday — the world’s first AI-generated minister.
Her name is “Diella,” meaning “sun” in Albanian.
Rama, fresh off a landslide May election win, introduced Diella at a Socialist Party meeting as his new cabinet “member.” “
Diella is the first government member who is not physically present but virtually created by artificial intelligence,” he said.
And her brief? Public tenders — the often murky arena where billions of euros flow.

Rama promised Diella would make the process “100 percent corruption-free” with every transaction fully transparent.
Diella isn’t starting from scratch. Launched in January as a virtual assistant dressed in traditional Albanian attire.
She’s already helped issue over 36,000 digital documents.
She’s handled nearly 1,000 services on the country’s e-Albania platform.
Some experts call it a bold experiment in governance.
“If it works, Albania could set a global precedent,” one digital-policy analyst told local media.
But others wonder: can an algorithm really outsmart human greed?
In a nation long plagued by corruption scandals, Rama is betting that sunlight — or in this case, Diella — is still the best disinfectant.
